Perhaps using a silver double eagle representing $32 equivalent. Or more likely people ignoring the law or frequenting garage sales over brick and mortor concession shops.

There was another major criminal who they tried to go after in a similar fashion but it turned out he had declared all of his illegal earnings. I can't remember who that was... so sometimes, as a criminal, it pays to obey the law. Or something.

The criminals get top dollar only from shops. They will follow the law, reducing the transaction of stolen goods. However, this is probably not the real reason for the law, IMO. I think that the state feels like it needs to get more revenue and that a lot of cash transactions tend to get "lost" by these types of businesses and not reported to IRS and the state.
