Eh? Presumably you have your office mate have basically the same job yet that person is allowed to sing all day and listen to the radio and you can't wear headphones? Realistically of course there are only three alternatives 1. He stops 2. You quit 3. He quits. Option 1/3 means that you must find some way to make it happen. You could of course negotiate with option 2 by saying "He stops making noise or I am out of here". That of course depends on your own situation and how valuable the company finds you and him.
