open file pdf with browser Internet

Hello everyone, unfortunately I have a big problem with the PDF file is opened. I'm working on visual studio 2015 in VB.NET for a few days. The customer has a management where there are many PDF files inside. Entering the document view (by clicking on a 'icon with an eye) automatically opens a new tab. Recall the procedure which should show the pdf document that resides on archiving optics. The problem is that the document can not see the whole page but only in a small box. In addition, these PDF once opened are displayed by different browsers. On Chrome, Firefox are displayed perfectly, the problem is that if they try to open it with the Internet you only see a small rectangle and to read the contents must do so with the scrollbar. I have asked him to do a program that allows me to make a call where the PDF files can be opened on the Internet and can display completely. Does anyone know help me solve this problem?
