    I'm looking for a Windows application that can create [cinemagraphs](https://www.slrlounge.com/an-infographic-on-how-to-make-a-cinemagraph/). I'd like to find a good one, but since I can't find ANY real prospects at all, I'd probably settle for a mediocre. I've found one for MacOS, but I don't have a Mac, so that's out. I've found several (of varying quality) for Android, but I don't fancy video editing on a small phone screen. Microsoft has recently released one for what they call cliplets, but it leaves a hell of a lot to be desired functionalitywise. And finally, we have Photoshop, which I have neither the time nor the patience to take on. Picky? Not in the least... :laugh:

    Don't know how well it would work, but there is BlueStacks[^] which is a free Android emulator for the PC - if you've found a good Android app, then that might work.

      Try Blink Cliplets[^] from Microsoft Research. Can't say whether it's any good, but maybe you can tell us.

        I did, wasn't impressed (mentioned it in the OP). I might try again, though, if I don't find anything better...

                      Sounds like all you want to do is "rotate some stills" (like a "flipbook"). A WPF storyboard could do it (among other things). (You can take multiple snaps; or just "morph" a single still into multiples using an editor).

                        You can use GIMP for that purpose, and it works pretty much the same on Windoze, Mac or Linux. Check this tutorial.

                          I thought most cinemagraphs were GIFS. Being that a Cinemagraph is a still image with a part of it moving. So any gif maker will work. Its in the editing of the frames that were the work is.

                              Well, most cinemagraph editors will export the cinemagraph in GIF or mpeg video depending on your preferences. I want a tool especially for making cinemagraphs, I'm not about to sit and edit each frame in an image editor.
