It was a reasonable guess that I had already done that more than once. I still don't see any banner.
It's gone now, but my points are back, so it must only show when you do not have enough points.

Click on "posting guidelines" on the right side. It is not visible by default (at least not for me)

This will be MUCH clearer for people who post programming questions in the Lounge. It's about time. When you click on New Discussion there is bold and red text that reads,
