It depends on the needs. If a person only wants a simple website with the common "Welcome","products", "Services", "About Us", type system, it is easy to knock that out with DotNetNuke in a matter of minutes if they can use a predefined skin. Generating a custom skin would be more (again, depending on just how fancy and if you had to contract someone for the graphis). Typically a site like this could be under $200. Now, if they need a "web application", where they need custom code written to build out features that someting like DotNetNuke does not icnlude, it is right back to charging programming fees as you would do for any application development.
