It depends entirely on the rule set that you're using. It's possible that you've got a content-type on the upload that ModSec doesn't like, or that you're using something other than POST to send a file and it doesn't like that, or even that it's tuned to completely disallow uploads. The logs ModSec is generating will tell you which rule is getting triggers, and should help you figure out how to resolve the issue. If you give a ControlTemplate a key as you have above, its not applied to anything unless you specifically tell it to use that template. If it doesn't have an x:Key, its applied to everything.

It looks like the problem is that once you finish the first sibling with custom behaviour, you reset the value of behaviour to null. In other words, the logic as coded starts ignoring the value passed in after discovering the first sibling with parentModel.HasBehaviour == true. IMO the problem is the destination document isn't the main window of the target app; in Word you would CTRL/V in the document pane, not just anywhere inside the whole window.
