Hi, I am sorry but i never did get this resolved. From my extra research it seems the best way forward is to get the URL encoded (using something along the lines of URLEncode in C#) before putting it into the email, this would probably need to be a custom action built into a SharePoint Designer Workflow. However i have never taken the time to create the custom action. If you happen to do this custom action and you feel like sharing it would be greatfully received.
