Don't actually know without looking it up but Windows does the same with files on the Network, presumably to save time from copying the file across from the network. Possibly it's a dinosaur from the past when to copy something (i.e. move it to the recycle bin) off a removable disk or the network took too long to do and as usual MS decided to leave it like that rather than updating it.
