I don't think you can say African as a description is a racist term, for there are White Africans, Black Africans, Arabic Africans and Semitic Africans, so I would say possibly not Racist? And to be honest he has a point about those most likely to get Aids, I think, he may well have posted it in a more sympathetic way.
