    The best delivery time for bio-weapons is right around dawn or dusk, preferably dusk. The air changes that also make fog more likely at these times allow the agents to remain dispersed in the atmosphere longer, maximizing exposure. Dropping a barrel of these agents is inefficient and you really do want an aerosol delivery system. This system still lacks finesse as visibile signs of attack are often enough to cause people to remain indoors and thus removes the vast majority of the impact. The best way is to use an agent that can be introduced to the water supply and so can be spread quickly and effectively with little to no issues of a visible attack. Although some purifiers and other countermeasures may lower the number of individuals attacked, the increased dispersion will allow acceptable secondary casualties if an agent that takes hours to react but once active is extremely fast is used. Car accidents and other such casualties will allow for increased damage and terror. Serious bio-weapon attacks would involve something in the water that makes you react violently and you have little to no warning so aircraft pilots, car drivers and people working in dangerous work environments will cause secondary casualties. Mass hysteria and panic will quickly cause even more casualties. Bio-weapon attacks are used for terror, not for killing people. If you want to kill people, just poison their cereal.
