I'm sure I've seen something along those line advertised or reviewed in the last couple of months. Something that lets the users put together workflow diagrams to build their own business process application. No idea what it was called tho.

There is a package called Portrait that is supposed to do that, however even then you need a shed load of "configuration" and "business specialists" to get it to do what you want

I don't see anything wrong with this request. I have special, top secret tool from Hong Kong that takes in Word document business rules and then writes the application for me. I have never "actually" coded anything in my life. It works in any language and is platform independent. Again, I don't see what the fuss is all about.
