I already have several thousand rounds on hand. In fact, I have so much that I have to store it downstairs because where I was storing it (upstairs), the floor started to sag from the weight. The weight from it also destroyed a metal shelving unit. It now sits on what amounts to a 3/4-inch plywood platform with deep carpet underneath. And that's just the ammo that's in ammo boxes. I have another 1000 rounds or so already in magazines/weapons.

If I were an American citizen I would be asking my government hard questions concerning why they thought they needed such things, who they were for, and why they were costing so much money. However, it is worth remembering that it was during the Bush administration that FEMA got most of its teeth, and it was the Bush administration that gave Halliburton a $385M five year contract to build more camps in 2006.
