Lookit: 0. They've lost the revenue they got from selling ivory, so they need more money. 1. Conservation of elephants is much more expensive when the elephants are alive, rather than rotting away in holes with their tusks missing, so they need more money. It's all very simple, really.

Actually you are absolutely correct! That country is in such dire straights that I can guarantee you any money will not be spent on preserving wild life. :sigh:
