The point is, if the shell had been detonated properly it could have dome tremenduous damage, if you consider killing US and British troops a bad thing. A second point is that this obviously isn't the only such shell in Iraq, I'm fairily certain that Saddam would not have created one and only one such shell. The significance of the Fox report is that the news was reported. CNN hadn't bothered, MSNBC hadn't, the NYT would bury it, BBC apparently did.
