Seriously, Windows?

Apparently I need Administrator Permissions from myself to delete a folder I created. WHY? WHY WINDOWS? WHY? WHY? WHY? And no, the folder was **_not_** locked by any other process. I checked with several tools! I get this ALL THE TIME! It makes me want to switch to Linux for good and have Win-woes in a VM for certain things (like .NET dev).

So give yourself permission, what's the issue? It's not like Linux never asks you to give yourself permission, in fact it does it all the damn time.
The issue is that doing so doesn't work! Here's what happens: 1. I try to delete a file/folder 2. Windows says I need Administrator permission 3. I click confirm to do so 4. Windows says I need permissions from myself 5. I click confirm 6. Go to 4 Using the 'apply to all' checkbox has no effect.

That doesn't always work. I've had the same problem myself, usually when I've opened a file in the directory from another computer -- it comes up as "Access is denied". The same thing might happen if you run a file as a different user on the same machine (in fact, I'm pretty sure it did, once). Even after you've closed the file on the other machine, the lock sometimes persists. Unlocker handles this on Weven ("delete on next boot", which means I'm stuck with it for six months or so), but it's not supported for W8. Pissing about with permissions on W8 is just too much trouble, so you can either literally "W8" to see if the system will ever unlock it, or boot with a Linux stick, and delete it from there. [edit] I forgot to mention that WinRar has caused this at least once, on W8. It appears to lock the directory of the first file it opens -- but it does release it, a while after you close WinRar. [/edit]

Yep. Permission Denied. A reboot didn't work either. I finally went into an MSys2 Bash shell and used rm to remove it. That finally worked. Free Software saves the day again!

Did you create the folder in a "protected" area (e.g. Program Files)? /ravi

Nope. Directory Path: C:\msys64\home\Brisingr\Sources-Test There were several other folders there that deleted right away, including some with a - in the name. I ended up using a Bash shell and rm to get rid of it.

I get it from time to time, because the system is using the folder to build it's thumb.db files, or the Explorer is holding it because it is trying to display a thumbnail view and hasn't realised I have moved away from the folder. It's irritating, but it's not that bad - generally opening a different folder in the same explorer window and the going back to the original parent folder solves the problem. I wouldn't say it's a Windows problem specifically, so much as poor programing on Windows Explorer - which we all know is pretty crumby anyway!
Bad command or file name. Bad, bad command! Sit! Stay! Staaaay...

When you get this kind of problems you need to take ownership on the file or folder.

what kind of file is it? Kill the process that is using the file, if possible. Then kill the file.

You need to enable the [hidden administrator account^] in Windows.
