I agree, in my field we conduct reviews, mainly because we have a very small team that is composed of 2 junior developers, with 2 seniors. The seniors review each others code and the we together review the juniors code. This has lead to an increase in the quality of the software that we write, if and when i move team and or companies, I will be taking the process of code reviews with me as much as I am able to.

Explain to the Higher up that waterfall method is to rigid a structure and that it does not cope well with changes in functionality, which are bound to occur in this day and age. Explain benefits of scrum. Also with this method you are going to be able to give monthly updates, (2 sprints or so) which should have tangible deliverables. (as per the scrum method) Even if those deliverables are sample or test systems. I had the same problem first time using scrum, you just need to be strong and explain the benefits, flexibility, visibility and transparency. They should be able to look into the scrum and see what is going on without disturbing you, and if the backlog of work is maintained priorities of work can be moved right up till sprint planning without any problem. Very true but remember 25 years ago coding was a much more confined affair, no internet less languages and such plus no OO or things to confused people who might not be able to grasp the concepts of coding.

That's called VAT in England and it's not amazing as you can buy things second hand and you don't have to pay VAT. Also what do you do about services ? They can be paid for by cash and hence removed from the loop. So if you work in services and by second hand you'd never pay any tax, not ideal I think you can agree. Only a range of taxes is fair although complicated.
