I know you are specifically requesting windows, but have you considered Kubuntu on a usb stick? You could configure it to use Firefox, flash, and windows media player via Wine (if you just HAVE to have media player). it's easy to use, update, and keep locked down. I gave up on windows for my kids, they just trashed it too often. went to Kubuntu and have had virtually no trouble since then; this may be a good solution for you as well.

What is in a name?Ouch, I've been on both sides of that fence in my career. Clean location data is hard to come by. you'll need a smart data entry operator that doesn't know their own worth yet, such as a student just starting into IT. Unfortunately, a smart data entry operator is like military intelligence, pretty much an oxymoron. I'd also suggest letting the app kick the bad records (unrecognized city/state/zip) into a batch rather than requiring correction at that moment, so the normal flow isn't stopped. Operators tend to get cranky if something breaks their groove ;) Good luck!

What is in a name?If you are talking about manually entering the data, I would suggest an Analyst to build an application that encapsulates the validation rules, and then a data entry person to do the day day entry. Although the validation Application would cost a bit up front, it would allow you to use a regular data entry person and reduce long term costs. a temp agency in your local area could probably assist you in finding the correct fit for the data entry portion. If nothing else, they would help determine the correct terminology being used for the position in your area.
