In my opinion you should hire a professional to do this task. The reason behind saying this is that a professional can do it better and as per your needs. For that you can research on finding best web designing service provider as there are so many fake and low quality service providers there in market.

You can go for Hippo CMS or Siberian CMS. Actually I have not worked on it but have heard from others :thumbsup:hers.

First of all set up your goals before starting the work. Use essential tools if necessary in web development according to your budget. In my opinion Google analytic code should be on the top of the page, just before the . There is no need to put it in an individual JS file until and unless you are loading that file asynchronously. It would be a little bit pointless to put it in a separate JS file. :)

In my opinion Bootstrap is the latest UI framework. Websites developed in Bootstrap frame work are really amazing and at the same time responsive too and therefore it works great with any device. :)
