For most things what you need to search for is a redistributable downloader. There are however two good reasons why the default installer works the way it does. 0) It allows selective downloading of files so you don't download anything you don't need (eg files you had updated via windows update; especially relevant for service packs). 1) Add/Remove programs works by caching the installers in the bowels of the windows directory. A 3MB downloader uses much less disk space than a 500MB redistributable installer. 3x12=36 2x12=24 1x12=12 0x12=18
