I was just wondering if CP needed to go down for maintenance, what would be an appropriate time based on the users geolocation and for how long that window would be open.

Looking at the followup question (best time for site maintenance), I think the OP just wanted to know the geographical location of the users, not their nationality.

Not necessarily, the actual time would be around 3-4 am nearest the most dense user area. I don't think we have anybody in the Pacific.

The weekends for serious downtime, after 10PM GMT otherwise. How long? How long's a piece of string? (though in practice, usually as long as it takes for the real screaming to start, and then a minute or so after that)
