    Pretty much the same in UK. If you are on a contract it is deemed to be credit, so ID and other stuff is needed. But a prepay/Pay as you go type deal is just buy and fly.

    If you are wondering why this is so in India, it's a measure to make it difficult for terrorists to get prepaid connections.

                And why should the government be concerned about that? (Yeah, yeah, that's sarcasm and I'm with you, not remotely supporting the Indian government. I was surprised to find how easy it is to buy a prepaid connection in the UK - walk in, pay 10 pounds, walk out with working SIM card.)
