It looks like you may have found a host, but I thought I'd throw in a recommendation in case you change your mind or for anyone else coming late to the thread... I can highly recommend webwiz.net (or my referral link, which gives me a free month, if you're feeling generous). I've worked with them for years and they've always been great. They have a UK data centre, Windows, .NET, ASP, php, MSSQL, MySQL et al. I have a client with F2H too and they have similar feelings about the decline of service. I know exactly what you're talking about... "surly" made me laugh!
