For a C# (or .NET) application, this is not easy at all. The main issue is that the .NET framework did not provide the necessary API to acomplish this task, so you have to reside on Win32 API, or, even on kernel API.

Oh, thanks! Is now clear even for me! Even more, you enlighted to me the way the electors work. I tought that this electors are just some "abstraction" to change the weight of different states influence into the voting. I never tought that they are real persons and did really vote! :)

Right... but still I want to understand how the voting system work in USA, and where are the official results. In my country for example, is it an "Central Electoral Bureau" which is the only source for official results. Nothing else can be taken into consideration, but the results counted there.
