Sure, you can. But, C# has a disadvantage: .Net Framework/MONO. For this reason i'd use C++.;)

Linux for developmentWhatever. Suse, Debian, Ubuntu, Gentoo, Slackware, Mandriva... C/C++ IDEs: Anjuta, KDevelop, Code::Blocks (I recommend this last one because it's cross-platform). GUIs: Glade, QtDesigner, KDevelop (Designer). It's GNU/Linux, not Linux (because it's only the kernel developed by Linus and his friends).
