If they have the money. America is the most capitalist society in the world, it runs on money more than anything else and selling space on a satelite is just a business transaction. Also, the nature of satelites also means that it doesn't have to be an American company broadcasting into the USA.

Yes, they had TV in the 40s. If memory serves, the BBC was the first to broadcast a television service in the mid 30s to London. The first demonstration of TV was by Baird in the mid 20s. By the time Baird died in 1946 he had also invented and demonstrated the video, colour TV, high definition TV, and a video phone. Just imagine what would have been if he'd lived to champion these ideas.
