I don't know where you got those numbers, but they appear to be incorrect for the US. according to the FBI's crime statistics[^] for 2003 (latest complete available) the US murder+non-negligent manslaugter rate per 100,000 was 5.7 (not 8.4) not since 1994 has the murder rate approached 8.4 - it has been on a steady decline (as has violent crime in general) for the past decade (nearly a 37% decrease in the murder rate since 1994).
