For clarification on that the value is actually based on the UUID from java. And that UUID would seem to have a uniform distribution because the layout is not strictly ordered by time - the UUID uses the minor time (probably seconds/millis) as the most significant part.

If you don't, already, when refreshing a page under development, use Ctl=F5 (at least in firefox) to force reload without the cache. There are also methods to add a header that forces uncached reloads for all - which at times can be handy. I doubt the user wants anything to be installed silently. Best to simply specify that the user has to have it installed before your app can install. Give the user control.
