No need to be coy. Nobody will blame you for an unethical headhunter forwarding your resume without your consent. Tell the employer you are sorry for any misunderstanding, but the headhunter had no authority to forward your resume, and you are not interested in this opportunity. Not only will there be no hard feelings, but feedback from the customer may sharply focus the headhunter's attention. Ask the headhunter to tear up your resume, because you will never work with them, period, and they are wasting their time submitting your resume.

They don't care about you or the position just the quick buck they will make placing you. In fact they make more money if you don't work out and they have to replace you again. My personal favorite is being sent job requirements that require excellent English language communication skills and then getting a call from someone who, well, doesn't.
