It is quite simple. The England, Scotland, Wales and Northern Ireland each have their own football associations and leagues, not to mention over a hundred years of history. The first ever international football match was between England and Scotland. We have been fierce rivals ever since.

That might have been true in the past, but currently I can't think of a single player from Wales, Scotland or Northern Ireland that would be considered good enough to replace a member of the current England squad. Words fade as the meanings change, but somehow, it don't bother me.
