Sounds like Windows Explorer in Zombie Mode. The solution is to kill the explorer.exe process via Task Manager. Windows explorer should restart automatically. If not, <Windows key> + <R> (Run) should help. I did not have issues with the latest Windows updates.

I'm crylaughing at thisI can recommend uBlock Origin, but it will not work in future Chrome versions, due to upcoming restrictions. Alternatively you could switch to another Browser like Edge or Firefox. There is also a new lite version of uBlock with limited functionality, which is supposed to work in future Chrome versions. uBlock Origin definitely blocks youtube ads and never failed me.

exciting new bugs and regressions
Hm, tried to apply font color and nothing happened. Then, i switched to the WYSIWYG view and it did work. Switched back to the HTML view and the buttons which did not work previously disappeared. (Firefox 2.0.0.4, en-us, XP Prof.)

Alternative for outlook client ?Yeah, but last time i have looked at it, sunbird was not ready for prime time. There is also Novell Evolution, which is reportedly able to connect to Exchange. But their Windows port is quite new and currently in beta:
Evolution for Windows In January 2005, Novell's Nat Friedman announced in his blog that the company had hired Tor Lillqvist, the programmer who ported GIMP to Microsoft Windows, to do the same with Evolution. The project released an alpha version of Evolution for Win32 on July 4th, 2006 and currently has an installer available for Windows XP. As of April 2007, a beta download[^] has been available from PC World (magazine). The Beta version is supported on Windows 98, Windows 2000, Windows XP, and Windows Vista.

Yup, only POP or IMAP supported (plus RSS and newsgroups) No calendar (there is an extension for it somewhere, but nowhere near Outlook functionality)
