    I think welfare should be paid in something that is reedeemable only in the form of a good. No more handing out cash, it should come in the form of coupons/tokens for specific goods. Food stamps, clothing vouchers, etc... Welfare isn't a right, it's a priveledge. Would save a tonne of money on behalf of the taxpayers.
