I've got a full license to Iron Speed Designer. It's a pretty slick product I think. I have asked this directly and been told it's not a problem to do so. You can download their program and generate one based upon the database you design. (Very simple and so easy you'll fall over.) You get a 14 day trial and you really don't need it long term. Or send me the database model. I'll implement choose a basic theme for you. Build it, package it as an MSI and it will run on any server. Total time involved a few minutes. That is nicely done, pretty much like Flickr's but looks to be more flexible. The bigger problem is usability and conveying back to the user whether it saves on de-focus or not.
