    Yes, they have. The UK used to sell opium to the chinese, it came form Afghanistan. We even went to war with the chinese government to protect our market. Yep, Great Britain, the drug pusher. :) I dont think any government would undertake such an enterprise today though; the impact of it becomihng public knowledge would be too damaging. Learning about everything that is relevant in ones life is impossible. Much less becoming competent in it. And this even presumes that it is in fact possible for everyone to learn in a reasonable amount of time. Some concepts are just harder for some people to learn. As a very real example of that I have seen not evidence that those are technically competent as a group are able to demonstrate even average much less superior skills in communications.
