The message is "this is so important we should bypass the political process and you should just trust us". He apologized to the indigenous population but maintained the previous governments "intervention" in the NT which violates their constitutional rights in a number of ways. They can do this because the Northern Territory like the ACT is a territory not a state and is administered by the federal government. He ratified the Kyoto protocol and appointed an MP to the new portfolio of climate change but only committed to a 5% emissions reduction by 2020. The Green party that gave him their preferences at the last election were not so happy about that one. The unions here essentially paid for the Labor party's election campaign and installed Rudd as the leader of the Labor party. They are out to collect their debt.
