How do we make it harder on them? Passing laws does not make it harder. That only makes it harder on the rest of us. International smuggling is hard? Better look again. Nope, Dunedin "airport" is little more than a tin shed in a field about 20kms from Dunedin. There are barely any taxis there, let alone fast food outlet!
